For a distributor, understanding the pet food import chain isn’t just a matter of professional curiosity; it’s about seeing where their money is going and why their import prices differ from their competitors. This article reconstructs the entire chain, from the overseas factory to the retail counter.

Why is domestic supply heavily skewed towards imports?

Vietnam has a huge capacity to produce animal feed, but pet food is a different story. This industry requires nutritional formulas tailored to breed, age, and health status, demanding specialized extrusion lines, testing laboratories, and a long enough brand history to gain the trust of pet owners. These conditions cannot be built in a few years. As a result, the majority of demand is still met by imports, and this flow is increasing rapidly: according to the Ministry of Agriculture and Rural Development, pet food imports have increased by approximately 69% in five years. Leading the market are global corporations such as Mars Incorporated, Nestlé Purina, and Charoen Pokphand. For distributors, the practical consequences are clear: your supply originates from a factory thousands of kilometers away from Vietnam, so any fluctuations in exchange rates, shipping costs, or paperwork timelines will impact your import prices months later.

Import and distribute Pet Food in Vietnam.

Supply chain map from overseas factory to retail counter.

The pet food supply chain in Vietnam typically has five links. First is the foreign manufacturer, who determines the formula, quality, and production volume allocated to each market. Next is the importer, the legal owner of the goods, responsible for documentation, international shipping, warehousing, and supply chain guarantees. Following that is the regional distributor, responsible for product distribution within a specific area, providing short-term credit to customers, and managing the sales network. Then comes the dealer, who holds inventory closest to the consumer and provides direct consultation. Finally, there are retail outlets, including small pet shops, veterinary clinics, or online stores. In reality, many businesses combine two or three roles, and the combination or separation of these roles determines the pricing structure you see. Understanding which level of the chain you are buying from is the first step to sound negotiation.

Three procedural steps that all officially imported shipments must go through.

Importing pet food is not simply buying and transporting goods. Pet food is regulated as animal feed under the 2018 Livestock Law and Decree 13/2020/ND-CP, so each officially imported shipment must go through three parallel procedural steps. The first step is to declare product information to the Department of Livestock on the Ministry of Agriculture and Rural Development’s portal; products that have not been declared cannot be imported for business, and the processing time for a valid application is approximately twenty days. The second step is to register for animal quarantine with the Department of Veterinary Medicine, because the product contains ingredients of animal origin. The third step is quality inspection according to the corresponding technical standards and customs clearance procedures. Here, we only present a general overview, as each step has its own specific documentation and circumstances that deserve to be discussed in detail in a separate article. What agents need to remember is that these three steps are what distinguish officially imported goods from smuggled goods.

What does the Pet Food importer actually sell to the distributor?

On the surface, Pet Food importers simply transport goods from the port to their warehouses and resell them. Looking closer, what they sell is certainty. They are listed on the product information disclosure documents, meaning they are legally responsible for the Vietnamese labels, the declared quality standards, and the traceability of each batch in case of problems. They invest in a container sitting at sea for weeks before receiving their first revenue. They negotiate production volume and exclusive terms with the factory to prevent market fragmentation. They also bear the risk if a shipment is held up due to mismatched documentation. All of these factors create costs, and those costs are included in the wholesale price. Therefore, when comparing two price lists with a few percent difference, distributors should ask where the cheaper option is saving money, instead of assuming that a lower price is always an advantage.

What role do regional distributors and dealers play in the lower half of the supply chain?

If importers solve the problem of bringing goods into Vietnam, the latter half of the chain faces a more difficult challenge: getting the goods to the right farmers. Regional distributors create value through coverage, their route teams, their ability to break down containers into smaller orders of a few tens of millions of dong to fit a store’s capacity, and short-term credit to help dealers rotate capital. Dealers, on the other hand, create value through something no one above can replace: on-site consultation, returns if the feed doesn’t suit the animals, and the convenience of a product purchased repeatedly every month. This is also why specialized stores still account for approximately 72.44% of industry revenue, according to Mordor Intelligence. The implication for dealers is quite clear: your value lies in your relationship with the farmers, so negotiate for support in that area instead of just asking for discounts.

The more layers of intermediaries, the more difficult it is to control retail prices.

Each link in the Pet Food supply chain relies on a profit margin, so the longer the chain, the greater the gap between the factory price and the price to the end user. The problem isn’t just the high price. The issue is that when goods pass through four or five layers with different discounts, the market will have multiple cost prices for the same product. A distributor buying directly from the importer and another buying from a third-party intermediary will have completely different prices, yet they sell to the same customer base within a few kilometers. When prices are publicly available online, that difference turns into price dumping, and the supplier with the higher cost price is sure to lose. Therefore, when choosing a supplier, the crucial question isn’t the percentage discount, but rather which tier you’re in and what tools the supplier has to maintain price order in the market.

Barriers to entry for the pet food import business.

Many store owners have considered importing goods directly to eliminate intermediaries. While this is a logical idea from a mathematical standpoint, it’s a demanding operational task. Becoming a pet food importer requires substantial capital to stock containers and accept months of cash flow being locked up. It demands detailed product information disclosures for each individual item, not the entire brand, and requires a warehouse with proper storage conditions because pet food is sensitive to temperature and humidity. The most challenging aspect is managing expiration dates: goods are imported in large batches but sold in smaller packages; even a few months’ delay can result in near-expired stock that must be sold at a loss. Finally, there’s the negotiation with factories, where major brands typically only grant distribution rights to partners who can demonstrate sufficient market coverage. For most distributors, partnering with a reputable importer remains the optimal choice over doing it independently.

Buffer stock is the most important promise from upstream.

In pet food distribution, the biggest loss for a distributor isn’t a few percent oversold, but running out of stock. Pet owners buy repeatedly in short cycles and are very loyal to a particular type of food; if a store reports being out of stock twice in a row, they’ll look elsewhere and usually won’t return. Meanwhile, a legally imported shipment takes weeks to order, produce, transport, and complete quarantine, so orders can’t be placed in sync with demand. That gap is only filled by buffer inventory that the importer proactively maintains in their domestic warehouse. This is a quiet and costly investment, but it’s what keeps the distribution system from running out of stock between shipments. When evaluating a supplier, ask directly about their order fulfillment rate over the past six months, as that number speaks louder than any promise.

What questions should dealers ask when looking at the source?

From the above overview, choosing a primary supplier can be summarized by a few specific questions. First, are they a direct importer of Pet Food or are they buying from a supplier, and what level of the supply chain are you at? Second, do the products have complete official documentation and Vietnamese labels for each product code being sold? Third, do they have a price protection policy and a commitment not to directly compete with distributors in retail sales? Fourth, what level of buffer stock do they maintain and how do they handle near-expired goods? Fifth, besides the products themselves, what support do they provide in terms of training, nutritional advice, and sales materials? These five questions don’t require import/export expertise, but they are sufficient to differentiate a long-term supplier from one that’s only selling the current batch of goods.

Where does Petkin stand in the Pet Food import chain?

Petkin is an importer and distributor of pet food, and we choose to focus on one position in the chain rather than taking on multiple roles. We handle the upstream aspect, including working with factories, completing official import paperwork, maintaining warehousing, and keeping buffer stock to ensure our distributors don’t run out of supplies. The rest—relationships with local pet owners—we leave to our distributors, and we support them in doing it better. That’s why Petkin doesn’t sell directly to retailers and keeps the Pet Food supply chain with as few intermediate layers as possible, because each layer eliminated means a smaller price difference. If you’re reconsidering your supplier, start by identifying which layer you’re currently buying from, then compare what your current partner actually offers beyond the discount.

A bag of pet food sitting on a pet shop shelf has passed through at least four hands before
